An ethics panel has ruled that Charles Moose - the policeman who led the hunt for the Washington snipers - cannot publish a book about his experiences.
Montgomery County's ethics law states that a public employee "must not intentionally use the prestige of office for private gain or the gain of another".why would he want to publish his expereinces and who would want to read about it anyway? is he not being paid enough as a cop, or does he have no pride in his position at all?
