Maybe they're planning a complicated, 4 movie character arc in which Wheelie fights his inner demons and eventually comes over to the Autobot side after a stunning act of heroism!
Or maybe they just liked the name Wheelie and slapped it on a decepticon.
The Decepticon named the "Fallen" could very well be a planet eater like Unicron in the animated movie. However, in the comics he transformed into a Cybertronian Tank. But, this robot (shown in the photo above) doesn't look like he would transform into a Cybertronian Tank, though.
According to the comics, one of the original thirteen Transformers created by Primus, the robot who would become the Fallen betrayed his creator by siding with Primus's dark twin, the malevolent planet-eater Unicron.
However, director Michael Bay described him as "apocalyptic". So he could have some major means of destroying Earth significantly or on a large scale.
My guess is that this robot called the Fallen wanted the energy from the All Spark in the first movie to create a new Cybertron full of new Decepticons under his control or he needs the power to locate and free his master Unicron (The Planet eater). However, seeing that the All Spark's power was dispersed. He either will transform into some kind of energy drill that will syphon the Earth's inner core for raw energy or he will transform into some kind of homing beacon that will help Unicron (the world eater) locate Earth for a late midnight snack.

I can't wait for the sequel, "Michael Bay Reads The Phone Book." I bet the soundtrack will be awesome.
