Some real-time strategy games like StarCraft end up being played for years and years because of the vast array of user-generated content available. Unfortunately R.U.S.E. won't have a feature to make use of the community's building skills.

"The gaming community has talent, that’s an undeniable fact and we all love mods. However when it comes to the vastness of the maps we are talking about in R.U.S.E., things tend to be a little bit tougher and it makes the development process of a mapping tool a real challenge," said Ubisoft on the game's official forum. "So sadly there is no plan to include a mapping tool when the game will hit shelves. But you may not need it considering the thousands square kilometers waiting for you!"

The decision not to add modding tools to R.U.S.E. puts a bit more pressure on the developers to deliver with the maps/missions that ship with the game. Ubisoft recently delayed the title into their next fiscal year so apparently they've got bigger issues to address with the game than the lack of a toolset.
