UT3 was free for two weekends in March to celebrate the release of the Titan Pack, a free downloadable update for the game. If you've still got the preloaded files from the last free weekend, presumably they'll work this time around too. Maybe you'll need to download a patch or something, though.
The Titan Pack added new game types, maps, weapons, and more to the game. The Unreal Tournament 3 Black Edition that you can play free of charge this weekend comes with this new content.
