Are you a blood elf who was born in an orc's body? Blizzard has a solution for you. They're now offering paid race changes for World of Warcraft characters.

Changing your character to a different race will cost $25. You can only change to a race within your faction and the new race must be compatible with your class. No matter how much you want one, you're not getting a gnome Paladin. An optional name change is also included. Other nitty gritty details can be found on the official FAQ.

If you're looking to change from, say, a human to an orc, you'll need to use the Faction Change service. Faction changes, first enabled in September, cost five bucks more.
