When you're a series like The Fast and The Furious films, your heroes are only as strong as their rogue's gallery. And there have been some seriously bad characters in the racing-turned-heist-turned-espionage fueled franchise. But after 16 years and eight films, we have to ask, who's the baddest of the bad in the Fast & Furious canon? Well, looking at the deeds and criminal enterprises of the folks that have tangled with Dominic Toretto and his family, it's not hard to put them all in line.

We've taken all of the villains in the Fast franchise, and compared their legacies to make for this overall guide to the furious adversaries in the series' criminal underworld. That's right, we've even taken into account Charlize Theron and her icy countenance that graces this weekend's The Fate of The Furious. So mild spoiler warning, her entry will spoil some stuff that happens in that film. With that advisory out of the way, let's see who's the most furious of the furious.

The Fast and the Furious: Tokyo Drift Takashi Behind The Wheel

8. Takashi - The Fast and the Furious: Tokyo Drift

Many feel that The Fast and the Furious: Tokyo Drift is the weakest film in the series, which is something that could be open to interpretation. What isn't as open for debate though is the fact that its central antagonist, Takashi the "Drift King," is the weakest villain of the lot. His greatest motivations are his girlfriend and his ride, and he doesn't go to horrible extremes to keep either. For someone connected to the Yakuza, you'd think Takashi would be a little more of a threat in such a universe as the Fast & Furious movies.

7. Carter Verone - 2 Fast 2 Furious

While Miami drug lord Carter Verone was the main antagonist in 2 Fast 2 Furious, he wasn't exactly much of a threat. Sure, he tried to have Roman and Brian killed, and he did torture a law enforcement officer for his own benefit. But other than those heinous acts, there's not really much evil past Verone's pretty boy exterior. We'll give him credit for trying, but even then, he's the bottom of that particular rung.

6. Arturo Braga - Fast & Furious

Also in the pretty lucrative drug peddling underworld of the Fast and Furious series is Arturo Braga, though for most of his turn in the antagonist's chair, he operated under the identity of Ramon Campos. He gets some points for running his heroin smuggling operation under a cover of secrecy, and his connection to Owen Shaw's gang, as well as the plot to kill Letty, certainly count as evil deeds. But he's still one of those villains who didn't seem to get his hands as dirty as some that came before, and a lot that came after.

5. Johnny Tran - The Fast and the Furious

While it feels like a lot of the hard case baddies in the Fast movies came from the last four or so, Johnny Tran was a pretty threatening first villain in The Fast and the Furious. Criminally, he was a smuggler of various electronics and other goods, so already he has an operation a little more low-key than flashy drug dealers that consort with racers. However, his drive-by shooting of Dom's dear friend, Jesse, puts him pretty close to the top, as Dom's obsession with family is a pretty hard line to cross.

4. Owen Shaw - Fast & Furious 6

He's smart, he's devious and he was able to turn a DSS agent into his own agent of mayhem: he's Owen Shaw, the villain of Fast & Furious 6. The real figure behind the assassination attempt on Letty, Shaw's attempt to steal a Nightshade device starts to elevate the world of Dom and his family into a realm where they start to defeat threats against the world at large. But to use Letty against Dom, while in a state of amnesia? That's probably the most dick move that Shaw's intelligence could have ever came up with.

3. Hernan Reyes - Fast Five

While Hernan Reyes' vocation is being the top dog drug lord in Rio de Janeiro in Fast Five, his ruthlessness outweighs his criminal empire. The man has the entire city under his thumb, and it showed when he took out Agent Luke Hobbs' DSS team. Now that right there was enough to put him close to the top, but he also not only kidnapped Mia, who was recently announced as pregnant, but also took out Vince, a friend and colleague of Dom's team since The Fast and the Furious. He was a man so horrible, not even a safe crushing his car is a harsh enough death.

2. Deckard Shaw - _Furious 7 _

Just like his brother before him, Furious 7's Deckard Shaw is one really evil dude to tangle with. He opens his damned movie by trashing a hospital, just to promise his brother that he'll avenge his comatose condition. Then, as if he hadn't already done enough damage, he beats the hell out of Luke Hobbs and tries to blow him up. But perhaps his greatest crime is the fact that, years after we saw Han die in The Fast and The Furious: Tokyo Drift, we learned that it was Deckard who put him down. He'd better do something really spectacular in The Fate of the Furious, because if he walks away alive without some sort of redemption, we'll be pretty upset.

1. Cipher - The Fate of The Furious

How does a villain so recent make it to the top of the Fast & Furious leaderboard of evil? Simple: kill the mother of Dominic Toretto's child. But that's not enough for the dark and vicious Cipher, who makes Dom go against his familia, kisses him right in front of his wife to make her jealous, and plans to launch a couple of nukes for funsies! Every other villain kept it to petty criminal operations, and attacks against the family / accomplices of Dom and his team. Cipher pushes revenge on a global scale, and is quite frankly, the most chilling villain in the series yet.
