There are two things that immediately pop to mind while looking closely at this poster, First, Skipper the Penguin is doing the classic "DreamWorks face" which leads me to believe that the folks over there are just making fun of themselves now. The other thing is that this poster doesn't have the subheading "Europe's Most Wanted." Perhaps it's because this is just a teaser poster, but why cut it out?
