If you compiled a list of games that you believe inspired Elder Scrolls IV: Oblivion, you probably wouldn't include a racing game on that list. However, Bethesda's Todd Howard says that Gran Turismo 3 influenced their single-player RPG.

"The first real 'next-gen' game on the PS2, the one that made you stop and stare, and then buy the machine," said Howard of GT3 in a chat with Game Hunters. He was discussing his five favorite games of the decade. "Simple, deep, and a car-lover's dream. We actually used several of their design principles for Oblivion."

He doesn't elaborate but presumably one of those design principles is "make your game look ridiculously good." The biggest similarity between the two games (or just the only one I can think of) is that they were easy on the eyes.
