Crackdown 2 will allow you to create your own custom Agent. One thing about your Agent won't be customizable, though: gender.
As was the case with the first Crackdown, female avatars were cut from Crackdown 2 due to memory constraints. Ruffian Games creative director Billy Thomson, who also served as Crackdown lead designer at Real Time Worlds, explained to 1UP that the dev team "would've needed to massively reduce other sections of the game" in order to implement female characters.
"When it came to Crackdown 2, you've got four players (in cooperative play), and that means every single player can be a different character and that has to be in memory all the time. We had to save memory all over the place because we've got so much more content in this game than we had in the first game. We don't stream."
Thomson adds, however, that there will be a female protagonist in the game and she will be "very important for Crackdown as a franchise."
