Today Rocksteady Studios has announced the recommended and minimum system requirements for the PC version of Batman: Arkham City. You won't need to be Bruce Wayne to afford a rig powerful enough to run the open-world game.
The PC version of Arkham supports DirectX 11 and PhysX technology. If you don't need all of those extra bells and whistles, though, you can run the game on a pretty reasonable PC:

If you decide to buy a new video card for the game, note that several computer manufacturers are offering a free copy of Arkham with a purchase of a GTX 500-Series graphics card. A trailer from NVIDIA, below, shows the difference between playing the game on a GTX and non-GTX card. NVIDIA also released some screenshots of the game on max settings.
