Apparently the mysterious virus hitting Liberty City isn't the long-awaited Xbox 360 DLC for GTAIV. It's actually a special Halloween feature for the game's multiplayer.
According to a news post on the Rock Star Social Club, players possessing "the virus" will have access to the zombie multiplayer skin. Players gain the virus by killing players who are already infected with it (regardless of they're currently using the zombie skin). The infection is spread in all multiplayer modes. The news post mentions that "signs of infection are: access to the zombie skin and having the Achievement 'Let Sleeping Rockstars Lie.'" Signing up for the Rockstar Social Club will allow you to track the infection on maps of the world and the United States.
Basically, this is a fancy way for Rockstar to proliferate the zombie multiplayer skin and bump up multiplayer traffic. The skin is pretty entertaining - apparently, zombies in the GTA IV universe wear yellow Speedos with the Rockstar logo. No word on when this goes into effect but it might be as early as this weekend, what with Halloween being only a week away.
