Rocksteady Studios seems intent on using every villain they can find for Batman: Arkham City. Word is that Poison Ivy will be returning from Asylum, along with newcomer Mad Hatter.

The two new villains were revealed briefly in the latest issue of Qore. Qore is a PlayStation-centric video mag free for PlayStation Plus subscribers. Naturally, one of those subscribers passed along word of Ivy and Hatter's appearance via NeoGaf.

"You can be following the main story, and we still have that main story for you to follow," director Sefton Hill told Qore. "But as a player, you can also diverge off that story and do different and interesting stories as well... There's lots of different subplots going on at the same time."

Arkham City's structure lends itself toward throwing in random villains. The game takes place in a walled-off portion of Gotham that has been turned into a prison colony. Essentially it's a replacement for Arkham Asylum, which is undergoing repairs after the events of that game. This is where all of the city's worst criminals (i.e. supervillains and their goons) would be held.

The Mad Hatter, unlike Poison Ivy, never appeared in any of the live-action Batman films so he's probably unknown to some of you. He's a criminal who bases his appearance off the Hatter from Alice in Wonderland. Like Batman he relies on gadgets rather than superpowers. His specialty is mind control technology, which should result in an interesting encounter in Arkham City.

Arkham City will arrive on October 18th in North America and on the 21st in Europe.
